Abstract

The article examines the pedagogical conditions and management strategies for improving subject rankings of pedagogical universities in Russia and China. It is argued that progress in subject rankings should not be interpreted as a purely quantitative result or as a response to external evaluation pressure alone. For pedagogical universities, ranking improvement is associated with the quality of academic staff, the state of the academic environment, the integration of teaching, research, and social mission, the level of international academic visibility, as well as the sustainability of institutional support. Based on comparative and theoretical analysis, the study demonstrates that sustainable improvement in ranking positions is possible only when pedagogical conditions and management strategies are aligned. Particular attention is paid to a quality-oriented governance model, the development of academic teams, the optimization of disciplinary structure, the improvement of evaluation systems, the expansion of international cooperation, and the use of digital governance tools. It is concluded that for pedagogical universities in Russia and China, subject ranking should be regarded not as an end in itself, but as the result of integrated educational, research, and organizational development.
